	In late 2004, the MLBPA, granted Donruss-Playoff, Fleer, and Upper Deck a one-time exemption to their licensing agreement that allowed each to produce a set featuring prospects, draft picks, and other non-union players. These exempt products were designed to compete with Topps' long-established [[2004 Bowman Draft Picks & Prospects\|Bowman Draft Picks & Prospects]] brand. Hot Prospects Draft was Fleer's exempted product, while [[2004 Donruss Elite Extra Edition\|Elite Extra Edition]] and [[2004 SP Prospects\|SP Prospects]] were Donruss-Playoff and Upper Deck's.
